Member Registration Terms and Conditions

The Penghu County Government (hereinafter referred to as "the County Government") provides this system's services (hereinafter referred to as "the Service") in accordance with these Terms of Service. Upon completing your registration or starting to use the Service, you acknowledge that you have read, understood, and agreed to all the contents of these Terms of Service. If you do not agree with the contents of these Terms of Service, or if your country or region excludes all or part of these terms, you should immediately stop using the Service. Additionally, when using specific functions of the Service, you may be required to comply with additional service terms or related regulations announced separately, depending on the nature of those specific features. These separately announced service terms or related regulations are also incorporated as part of these Terms of Service. The County Government reserves the right to modify or change the contents of these Terms of Service at any time and will post such changes on the Service website. You are encouraged to monitor these modifications or changes regularly. If you continue to use the Service after any modifications or changes, it will be deemed that you have read, understood, and agreed to accept those modifications or changes.

If you are under twenty years old, your parent or guardian should read, understand, and agree to all the contents of these Terms of Service and any subsequent modifications before you can use the Service. When you use the Service, it is presumed that your parent or guardian has read, understood, and agreed to accept all the contents of these Terms of Service and any subsequent modifications.

General Provisions

These Terms of Service constitute the entire agreement between you and the County Government regarding your use of the Service. The interpretation and application of these Terms of Service, as well as any disputes related to them, shall be handled in accordance with the laws of the Republic of China (Taiwan), unless otherwise specified by law, and the Penghu District Court in Taiwan shall be the court of first instance.

The County Government's failure to exercise or enforce any right or provision of these Terms of Service does not constitute a waiver of such right or provision. If any provision of these Terms of Service is found to be invalid by a court of competent jurisdiction, the parties agree that the court should endeavor to give effect to the parties' intentions as reflected in the provision, and the remaining provisions of these Terms of Service will remain in full force and effect.

Member Registration Obligations and Account, Password Security

To avail the use of the Service, you agree and commit to the following:

  • Provide accurate and complete information as prompted during the Service registration process and maintain and update that information to ensure it remains accurate, current, and complete.
  • If you provide any incomplete, incorrect, or false information, the Government has the right to suspend or terminate your account and refuse your use of all or part of the Service.

After completing the registration process for the Service, you will receive an account and password. You agree and commit to the following:

  • This account is non-transferable.
  • You are responsible for maintaining the confidentiality and security of your account and password.
  • If your account is misused or if any other security issues occur, you will immediately notify the County Government.
Member Usage Regulations and Obligations

In addition to complying with these Terms of Service, you agree to abide by the relevant laws of the Republic of China (Taiwan) and other terms of the Service, and you agree not to engage in the following conduct: If you are a user outside the Republic of China, you agree to comply with the relevant laws of your country or region. You agree and guarantee not to use the Service for any illegal activities or activities that infringe on the rights of others.

  • Impersonating others to use the Service.
  • Infringing on others' reputation, privacy, copyrights, intellectual property rights, and other rights.
  • Uploading, posting, or publishing any false, defamatory, insulting, threatening, offensive, indecent, criminally inducing, or other illegal text, images, or any form of files.
  • Violating confidentiality obligations imposed by law or contract.
  • Uploading, posting, or publishing any programs or data containing computer trojans, viruses, or any functions that interrupt, destroy, or limit the operation of software or hardware.
  • Engaging in the sale of firearms, drugs, illegal drugs, pirated software, other prohibited items, or other illegal transactions.
  • Damaging or interfering with the data, activities, or functions provided by the Service, or in any way intruding, attempting to intrude, or destroying any systems of the Service, or engaging in any intrusive or destructive activities through the Service.
  • Collecting others' email addresses and other personal data without consent.
  • Any other behavior deemed inappropriate by the Government for justifiable reasons.

If you violate any of the aforementioned matters or are at risk of doing so, the County Government reserves the right to terminate or restrict your use of the account (or any part of it) or the Service at any time, with or without notice, and to remove and delete any related "member content" within the Service. You agree that the County Government will not be liable to you or any third party if the use of the Service is terminated or restricted.

Contributions to the Service

If you provide any ideas, suggestions, or proposals (hereinafter referred to as "Contributions") to the Government for the Service, you understand and agree:

  • The Contributions are not specific confidential or proprietary information, and they do not infringe others' reputation, privacy, copyrights, intellectual property rights, and other rights.
  • The County Government does not have any express or implied confidentiality obligations regarding the Contributions.
  • The Government may already have similar ideas or proposals that are under consideration or development.
  • The Government may use (or choose not to use) the Contributions in any way, for public interest, or to promote the service, in any media.
  • The Contributions will automatically become the property of the Government without any liability to you. You are not entitled to claim any form of compensation or remuneration from the Government under any circumstances.

If you violate any of the aforementioned matters or are at risk of doing so, the County Government reserves the right to terminate or restrict your use of the account (or any part of it) or the Service at any time, with or without notice, and to remove and delete any related "member content" within the Service. You agree that the County Government will not be liable to you or any third party if the use of the Service is terminated or restricted.

Non-commercial Use

You agree and commit not to use any part of the service or access the Service (including but not limited to member content, website content, software, and member accounts) for any commercial purposes.

Your License to the Service

If you do not have the legal right to authorize others to use, modify, distribute, reproduce, or publicly display certain data, and to sublicense the aforementioned rights to third parties, do not upload, input, or provide that data to the service. The rights to any data you upload, input, or provide to the Service remain with you or your licensor; however, by uploading, inputting, or providing data to the service, you agree to grant the County Government the right to use, modify, distribute, reproduce, or publicly display that data for public interest or to promote the service, and to sublicense these rights to others within this scope. You also guarantee that the Service's use, modification, distribution, reproduction, public display, or sublicensing of the data will not infringe on any third party's rights, otherwise, you shall be liable for damages to the County Government.

System Interruptions or Failures

The service may sometimes experience interruptions or failures, which may cause inconvenience, data loss, errors, etc., during your use. You should take protective measures when using the service. The County Government is not liable for any damages caused by your use (or inability to use) the service.

Links to Third-party Websites and Third-party Content

Service Changes and Notifications

You agree that the County Government reserves the right to modify, temporarily or permanently discontinue, or stop providing the Service (or any part thereof) at any time without notice. When notice is required by law or other relevant regulations, the Service may notify you by posting on the Service website, email, or other reasonable means now or in the future, including changes to the Terms of Service. If you access the Service in an unauthorized manner in contravention of the Terms of Service, or if the information you provided during registration is incorrect or not updated, you will not receive the aforementioned notifications. When you access the Service in an authorized manner, you agree that any and all notifications given to you by the Service will be considered delivered.

Protection of Intellectual Property Rights

The programs, software, and website content used by the Service, including but not limited to information, data, images, files, website structure, webpage design, and member content, are owned by the County Government or other rights holders under the law, including but not limited to patent rights, copyrights, and proprietary technology. No one may modify, reproduce, distribute, issue, publicly publish, reverse engineer, or reverse assemble any part of the Service or its content without prior written consent from the County Government or other rights holders. If you wish to quote or reproduce any of the aforementioned materials, except as explicitly permitted by law, you must obtain prior written consent from the County Government or other rights holders in accordance with the law. In the event of violations, you will be held liable for damages.

Handling of Intellectual Property or Copyright Infringement

The Service may suspend or terminate the accounts of users who may be infringing on intellectual property rights. If you believe your copyright or intellectual property rights have been infringed, please provide the following information to the Service:

  • Your accurate information and contact details, and agreement to provide this information to the alleged infringing party in case of a dispute.
  • Proof that you legally represent the copyright or intellectual property rights holder.
  • A description of the work or intellectual property you claim has been infringed, and a description of the infringing material.
  • A statement of good faith belief that the use of the material is not authorized by the copyright owner, its agent, or the law.

Except in the following circumstances, the County Government will not share your personal data with third parties:

  • The Service offers a single sign-on (SSO) feature across different government systems. When you register as a member and are directed to the Service through another government system to use the single sign-on feature, that system may request the personal data you provided when registering as a member of the Service to offer you subsequent services. However, such systems have their respective privacy protection policies. If you need to understand how these systems protect personal data, please contact the service contact of each respective system.
  • Judicial authorities may legally require the Service to disclose specific personal data for public safety, and the Service will comply with such requests to protect the safety of all users.
  • With your consent.

Personal Data Use Period and Region

The Service will only use your personal data within the Republic of China (Taiwan). The personal data you provide to the Service will be stored permanently to fulfill the stated purposes, unless otherwise announced on the service webpage. However, the County Government reserves the right to delete data from member accounts that have not logged in for over five years or for other service maintenance needs.

Exercise of Personal Data Rights
  • If you wish to exercise your rights under the Personal Data Protection Act regarding personal data indirectly provided by the Service to third parties, such as inquiry, request for access, or request for copies, correction, supplementation, or deletion, please contact the relevant third party directly. The personal data you autonomously change within the Service does not automatically update the personal data stored by third parties.
  • If you are a member of this Website, it is deemed that you agree to all the terms and conditions of this site's Privacy Policy, and the Website will not seek your consent in writing.

(3) Utilization of Personal Data: The County Government will collect, process, and utilize the personal data you provide in accordance with the relevant laws and regulations related to the County Government's business and the Personal Data Protection Act, to fully protect your personal privacy.

3. Sharing Personal Data with Third Parties

The system will not provide, exchange, rent, or sell any of your personal data to other individuals, groups, or private enterprises, except where legally justified or contractually obligated.

Exceptions to the above include, but are not limited to:

IV. Obligations and Rights of Individuals

(1) Maintaining the confidentiality and security of your password and account is a shared responsibility between you and the system .

(2) If your password or account is misused or any other security issues occur, please immediately notify the County Government through the website maintenance mailbox so you may be promptly provided with assistance.

(3) Ensure that you log out of your account after each session to protect your account from unauthorized use. If you share a computer with others or use a public computer, remember to close your browser window to prevent others from reading your personal data or messages.

(4) When using the system , you have the right to review your personal data, correct any erroneous personal data, or request the deletion of personal data not required by law.

V. Cookie Use Policy

Cookies are short pieces of information written to the user's hard drive by the server to distinguish different user preferences.
